Parte Guelfa celebrerà il grande ed indimenticabile Enrico Mattei con la sua famiglia alle Solenni Ivestiture del 2021 che si terranno a Firenze il 19 ed il 20 Novembre prossimo, tra la Basilica di Santa Croce e Palagio dei Capitani di Parte Guelfa. Saranno ammessi in Parte Guelfa Enrico Mattei alla memoria insieme alla nipote Rosy Mattei e al figlio Aroldo Curzi Mattei, presidente della Fondazione Mattei di Matelica, in segno di continuità e tradizionale appartenenza agli ideali del guelfismo rappresentati da Mattei anche durante la seconda guerra mondiale ove partecipò alla resistenza come partigiano alla guida dei combattenti “bianchi” che, al fianco degli alleati, si riferivano all’area politica cattolica, dimostrandosi subito un valido condottiero e un buon diplomatico.

Aderire all’Arciconfraternita Parte Guelfa significa essere accolto fraternamente da una comunità coesa di Confratelli e Consorelle, ma anche attenersi alle condizioni richieste per l’ammissione degli Aspiranti Cavalieri e Dame di Parte Guelfa, ovvero agli impegni richiesti a tutti gli appartenenti. Chiedere di far parte della nostra Arciconfraternita rappresenta una scelta precisa di militanza attiva, la quale contempla l’impegno finalizzato alla propria crescita spirituale ed alla testimonianza di vita cristiana, alla tutela dell’ambiente ed alla valorizzazione delle tradizioni fiorentine. La fedeltà al Pontefice Massimo, dal quale storicamente dipende in maniera diretta la nascita della Parte Guelfa, obbliga tutti i membri ad un impegno permanente nelle attività della Parte Guelfa. Diventare Cavaliere o Dama di Parte Guelfa non rappresenta un onore ma un servizio. Questa importante scelta viene formalizzata con un giuramento fatto al momento dell’investitura, con il quale si assume per tutta la vita un impegno di partecipazione attiva, di carità e di obbedienza alle regole della Parte Guelfa. La mancata ottemperanza all’impegno assunto implica la revoca dell’appartenenza secondo l’insindacabile giudizio del Consiglio di Credenza, nonché dell’uso del titolo e delle insegne conferite all’atto dell’investitura.
Con questa premessa, oltre ai requisiti di base per l’ammissione che richiedono l’attestazione di una profonda e convinta fede cristiana, di una esemplare condotta di vita, di vera moralità, di dimostrata predisposizione alla carità e di vero interesse verso il Creato e Firenze, vi sono altri elementi di valutazione che devono essere presi in considerazione per verificare l’effettiva possibilità del candidato di ottemperare agli impegni che l’appartenenza alla Parte Guelfa richiede. La presentazione della richiesta di ammissione prevede colloqui conoscitivi ed informativi con i Capitani ed altri incaricati ed una frequentazione preparatoria e di verifica, per approfondire la reciproca conoscenza, in un periodo non inferiore ai due mesi. Dopo tale tempo, la richiesta di ammissione, corredata da tutti i documenti richiesti, viene sottoposta alla competenza del Consiglio di Credenza al cui insindacabile giudizio spetta la decisione di concedere l’ammissione.

La domanda di adesione deve essere compilata in ogni sua parte e sottoscritta. Per svolgere le attività ludico-sportive è altresì necessario presentare un certificato medico di idoneità all’attività sportiva non agonistica.
Per aderire pienamente all’Arciconfraternita è necessario ricevere l’investitura a Cavaliere o Dama di Parte Guelfa, dopo specifico percorso formativo culturale, etico e religioso disposto dal Consiglio di Credenza col contributo dell’Arcidiocesi di Firenze e del Consiglio Feste e Tradizioni Fiorentine. Divengono membri della Parte Guelfa coloro la cui domanda di ammissione sia definitivamente accettata con voto unanime dal Capitani di Parte Guelfa ed è necessario che ciascun aspirante sia presentato da due padrini. I requisiti per appartenere alla Parte Guelfa sono: praticare vita cristiana, aver compiuto il diciottesimo anno di età, essere moralmente incensurato e tenere un comportamento corretto ed educato, non far parte di associazioni o movimenti in contrasto con la morale cristiana ed aver corrisposto le tasse di ammissione. Gli aderenti, una volta scelto il Quartiere di appartenenza, non potranno mai più cambiarlo. Solo il Consiglio di Credenza potrà determinare, in via eccezionale, modifiche di appartenenza dei membri. Ad ogni singolo aderente sono richiesti, per il ruolo che riveste ed in quanto rappresentante della città di Firenze e della Parte Guelfa, comportamenti ed atteggiamenti seri ed adeguati. Qualora ciò non si verificasse lo stesso sarà soggetto a sanzioni da parte del Consiglio di Credenza come previsto dal presente statuto. La Parte Guelfa partecipa al suffragio, alle esequie ed alla sepoltura dei propri membri. Le attività di volontariato sono prestate a titolo personale, spontaneo e gratuito.
PALAGIO DI PARTE GUELFA
L’Arciconfraternita ha sede istituzionale presso il Palagio di Parte Guelfa in Piazza di Parte Guelfa 1 a Firenze ed opera nell’ambito territoriale dell’Arcidiocesi di Firenze con potestà di istituire Confraternite in ogni Diocesi della Chiesa Cattolica. Il Palagio dei Capitani di Parte Guelfa è un vasto complesso monumentale il cui nucleo storico è situato nel cuore di Firenze e fu sede del quartier generale dell’Ordine di Parte Guelfa, ovvero del partito papale di Firenze. Ogni anno vi si svolgono le Investiture Solenni e la Festa delle Insegne di Parte Guelfa.
PALAZZO BORGHERINI ROSSELLI DEL TURCO
L’Arciconfraternita ha sede didattica centrale presso il Palazzo Borgherini Rosselli del Turco in Borgo Santi Apostoli 19 a Firenze, sede della European School of Economics, edificio storico commissionato nel 1507 dalla famiglia Borgherini a Baccio d’Agnolo su terreni acquistati dagli Altoviti e sull’ultima porzione esistente del cimitero del Limbo. Il Palazzo, completato nel 1530, è costruito a ridosso dell’antica chiesa di Santi Apostoli. Oltre ai corsi formativi annuali, la Parte Guelfa vi realizza le Adunanze Generali.
L’Arciconfraternita ha sede didattica multimediale presso ZoWorking in via Bruschi 128 a Sesto Fiorentino, modernissimo centro polifunzionale concepito e realizzato da Plast Pack Packaging, azienda della famiglia Caselli, leader nel settore della logistica, del packaging e dell’e-commerce. Si tratta di un complesso innovativo a livello tecnologico che, oltre alle postazioni di lavoro, include sale riunioni, spazi per eventi, sfilate e convention, showroom, aree per la formazione, un bar ristorante e due reception.
SCUDERIE DI PARTE GUELFA
L’Arciconfraternita ha sede operativa pressole Scuderie di Parte Guelfa all’Ippodromo del Visarno gestito dal concessionario Sanfelice della famiglia Meli. Il più grande impianto ippico fiorentino nacque nel 1847 a breve distanza dai prati del Quercione, dove si svolsero le prime gare equestri a Firenze ed ebbe la funzione di catalizzatore per la passione genuina dei toscani verso il cavallo e le corse. L’impianto ha attraversato poco meno di due secoli di storia, di guerre e di trasformazioni socio-culturali profonde. Firenze e la Toscana possono esser considerati un’autentica culla dell’ippica italiana.
La formazione marziale dei Cavalieri della Repubblica Fiorentina è curata da gruppi interni detti Squadroni organizzati in base alle mansioni e alle specialità praticate dall’Arciconfraternita, la quale raccoglie l’antica eredità equestre della Parte Guelfa, la più gloriosa delle magistrature fiorentine. Ogni Squadrone di Parte Guelfa è coordinato da un capo gruppo detto Lancia Spezzata. Gli Squadroni si occupano di realizzare i corsi di addestramento per la formazione dei Cavalieri e delle Dame di Parte Guelfa che svolgono funzioni a cavallo o a terra.
STORIA DELLA PARTE GUELFA
L’Ordo Partis Guelfae, ovvero l’Ordine dei Cavalieri di Parte Guelfa di Firenze, inizialmente denominato Societas Partis Ecclesiae, venne formalmente istituito grazie al beato Papa Clemente IV nel 1266 con la concessione dei sigilli e delle insegne papali. Privato delle proprie funzioni con il motuproprio granducale di Pietro Leopoldo I di Toscana del 22 giugno 1769, ma mai soppresso dall’autorità pontificia, venne riattivato, in base all’ordinamento repubblicano, con la denominazione di Arciconfraternita di Parte Guelfa, con atto pubblico del 25 marzo 2015, ricorrenza dell’antico Capodanno Fiorentino, in virtù dell’antico possesso di stato giuridico in Firenze, con la benedizione del cardinale arcivescovo Gualtiero Bassetti, presidente della Conferenza Episcopale Italiana, e con l’approvazione statutaria di Dario Nardella, sindaco della città. Parte Guelfa, grazie all’approvazione del nuovo statuto da parte dell’istituzione comunale avvenuta il 26 luglio 2015 si è aperta al mondo accogliendo aderenti di ogni nazionalità e confessione religiosa, ed è tornata in attività occupandosi in via preminente di salvaguardia ambientale e di tutela delle tradizioni equestri legate alle antiche manifestazioni fiorentine come la Giostra del Giglio, la Giostra di Madonna Libertà, la Fiorente, il Palio dei Cocchi, il Calcio storico, lo Scoppio del Carro ed altre. I membri dell’Arciconfraternita Parte Guelfa, sono denominati Confratelli e Consorelle e la sede istituzionale è stabilita presso lo storico Palagio dei Capitani di Parte Guelfa in Piazza di Parte Guelfa a Firenze.
Almeno sin dalla metà del Duecento – da quando cioè le fonti ne rendono possibile lo studio – le parti guelfa e ghibellina di Firenze appaiono come formazioni abbastanza aperte e permeabili tanto all’adesione di nuovi membri quanto all’abbandono degli antichi fautori. Dopo la caduta dell’ultimo regime ghibellino ed il definitivo passaggio del Comune al campo guelfo, avvenuto nel 1266, la fazione imperiale registrò, con ogni probabilità, un numero massiccio di defezioni, che la indebolirono progressivamente, trasformandola in una piccola comunità di fuoriusciti, senza alcuna chance di rivalsa e spesso proiettati verso interessi e terre lontani dalla città di origine. Nel 1280, tuttavia, gli accordi stipulati con i guelfi sotto l’egida della Chiesa e grazie alla mediazione del Cardinal Latino Malabranca consentirono il ritorno dall’esilio di molti ghibellini, dietro garanzia della cancellazione di bandi e condanne e del riconoscimento dei diritti politici, questi ultimi ratificati mediante l’instaurazione di un regime bipartitico. In effetti solo poche casate fedeli agli Imperatori – invero le più autorevoli e rappresentative – rifiutarono la pacificazione, preferendo vivere fuori dalla madrepatria e condurre una lotta senza speranza, anziché sottomettersi, mentre molte altre famiglie già loro alleate furono velocemente cooptate nel governo dei Priori delle Arti, espressione delle corporazioni bancarie mercantili e manifatturiere, che in breve tempo sostituì l’artificiosa ed effimera costruzione voluta dal Cardinal Latino. Il processo di assimilazione di guelfi e ghibellini in un nuovo ceto dirigente proseguì sino ai primi anni del Trecento, allorché la divisione del fronte guelfo tra bianchi e neri riportò in auge le antiche differenze. La vittoria dei neri, propugnatori di un guelfismo estremo, sui bianchi, maggiormente propensi all’intesa con i sostenitori dell’Impero, provocò la cacciata di questi ultimi ed il loro ulteriore avvicinamento ai ghibellini ribelli, cui fecero seguito violenze e devastazioni in molte zone del territorio fiorentino ed assalti contro castelli e centri fortificati. Sebbene il governo cittadino non corresse mai un vero pericolo di essere sovvertito, fuori dal circuito delle mura urbane la situazione rimase critica almeno sino al 1308, quando scomparvero gli ultimi esponenti radicali dei neri e la vita politica riacquistò una parvenza di normalità. Il progressivo sbandimento dei ghibellini ed il loro reintegro – seppur parziale – nelle attività pubbliche riprese dopo la fine dell’oltranzismo guelfo, ed anzi, paradossalmente, trasse nuovo impulso dalle crisi manifestatesi in occasione della discesa in Italia dell’Imperatore Arrigo VII di Lussemburgo e del tentativo egemonico di Castruccio Castracani Antelminelli da Lucca, rispettivamente negli anni Dieci e Venti del Trecento, allorché i rettori cittadini avvertirono la necessità di dividere il fronte degli avversari adottando un atteggiamento conciliante e varando un’amnistia generale, dalla quale furono esclusi soltanto gli oppositori irriducibili. La strategia ebbe successo, ed in un modesto lasso di tempo consentì il logoramento della parte estrinseca, di cui rimanevano sporadiche tracce ancora agli inizi degli anni Quaranta, ma che di fatto era venuta meno al termine degli anni Venti in concomitanza con la morte del Castracani e con la partenza del successore del defunto Arrigo VII, ovvero l’Imperatore Ludovico IV di Baviera. In sostanza è possibile affermare che a Firenze il dualismo tra guelfi e ghibellini, già decaduto alla fine del Duecento, venne superato in via definitiva nei primi decenni del secolo successivo, come indica altresì la scomparsa della Parte Ghibellina, le cui ultime attestazioni certe sono di poco posteriori alla pace del Cardinal Latino, e la parallela istituzionalizzazione della Parte Guelfa, esistente in forma autonoma sin dai tempi dell’esilio e formalmente riconosciuta dagli statuti del 1322. Occorre sottolineare come in tale contesto scomparvero le leggi specifiche disponenti l’esclusione dei ghibellini dalle magistrature cittadine, senza dubbio emanate sin dal 1266 e probabilmente cassate nel 1280, a seguito degli accordi sanciti dal legato pontificio, per lasciare il posto ad una congerie di norme che riservavano l’esercizio degli uffici pubblici ai soli guelfi, tra i quali, però, erano annoverati molti antichi seguaci della fazione imperiale, ormai del tutto redenti. Questo quadro di soluzione della dicotomia tra le parti e di assimilazione degli ex ghibellini nel ceto dirigente comunale, tuttavia, cambiò bruscamente nel corso degli anni Quaranta, per effetto di un mutamento drastico ed imprevisto dello scenario politico. Nel 1342, infatti, il regime di stampo oligarchico, che sin dal 1308 aveva retto la città, entrò in una crisi irreversibile, culminata con il ricorso ad una signoria temporanea affidata ad un principe angioino. La caduta di quest’ultimo, avvenuta nel 1343, determinò la nascita di un governo allargato, nel quale, accanto ai membri del patriziato cittadino – numericamente in minoranza – confluirono anche esponenti delle arti minori ed individui e famiglie di recente immigrazione, alterando in tal modo i tradizionali rapporti di forza e gli equilibri interni. Per un breve periodo, corrispondente al quinquennio 1343-1348, gli esecutivi rispecchiarono nella composizione e nella conduzione questo nuovo stato di cose, finché lo scoppio dell’epidemia di peste nel 1348 – la celeberrima Morte Nera – non causò la morte di molti dei novi homines recentemente abilitati alla guida del Comune, consentendo, o, meglio, favorendo, una ripresa degli oligarchi, da qualche anno in ombra, ed il loro reinserimento, in quantità cospicua, nelle borse da cui venivano tratti i nominativi dei magistrati cittadini. Gli esiti di questa riforma elettorale, dal carattere assolutamente straordinario, si manifestarono appieno nei tre decenni successivi, durante i quali si fronteggiarono due schieramenti abbastanza definiti negli intenti, anche se eterogenei nella composizione: l’uno favorevole al patriziato e ad una conduzione politica ristretta, nonché contrario alla partecipazione di immigrati recenti ed artefici minuti alla cosa pubblica, e perciò descritto come “oligarchico”, l’altro sostenitore di un ceto dirigente allargato e comprendente nuovi cittadini ed uomini immatricolati nelle corporazioni minori, e quindi convenzionalmente definito “democratico”. Al quadro generale così delineato – invero già di per sé alquanto complesso – occorre altresì aggiungere le attività di due fazioni, guidate dalle famiglie degli Albizi e dei Ricci e formate dai loro alleati ed accoliti, le quali per il ventennio che va dagli anni Cinquanta agli anni Settanta supportarono rispettivamente il fronte oligarchico e quello democratico. Vari indizi, poi, dimostrano che, almeno dal 1347, gli oligarchi si erano stretti attorno alla Parte Guelfa, già in antiquo roccaforte dell’aristocrazia e dei magnati, prendendone di fatto il controllo ed imponendosi sui guelfi moderati, bendisposti verso il fronte democratico, e talvolta esponenti di quella posizione, per conferire nuovi poteri all’associazione e renderla quanto più possibile autonoma ed indipendente dal Comune. Tale indirizzo, perseguito con grande costanza per quasi trent’anni, ebbe come scopi principali il risanamento economico della Parte, il suo affrancamento dalla giurisdizione delle magistrature cittadine, e, soprattutto il ripristino delle leggi contro i ghibellini. Quest’ultimo obiettivo, ottenuto sin dalla fine degli anni Quaranta ed accompagnato dalla rinascita di un guelfismo intransigente, era stato pensato dagli oligarchi in funzione di una strategia esclusoria volta contro gli avversari democratici, i quali, accusati in modo più o meno strumentale di essere ghibellini, ovvero discendenti di fautori dell’Impero, potevano essere proscritti ed estromessi dalla politica attiva. Il revival del massimalismo guelfo ebbe successo sia grazie alle pressioni esercitate dai Capitani di Parte sugli esecutivi comunali quanto in virtù di una complessa crisi nelle relazioni fra stati, che vide l’emergere di un concreto pericolo per l’indipendenza di Firenze rappresentato dall’espansionismo dei Visconti di Milano, in passato vicari degli Imperatori. In effetti l’applicazione delle norme contro i ghibellini, demandata agli organi giudiziari del Comune, non ebbe grandi sviluppi, poiché i processi per ghibellinismo, avviati su denuncia sia di ufficiali della Parte Guelfa che di privati cittadini, ad essa legati o meno, furono pochi, oltre che concentrati nell’arco di un venticinquennio e, soprattutto, risolti per lo più con sentenze assolutorie. Giova ricordare come gli stessi uomini della societas guelforum fiorentina esitassero a farsi promotori di tali accuse nelle corti comunali, forse perché ben consapevoli dell’influenza in ambito giudiziario della Signoria, non sempre a loro favorevole, e come parimenti agissero anche i privati. Del resto l’analisi prosopografica degli imputati in questi procedimenti indica che solo un’esigua minoranza aveva avuto legami con l’antica pars Imperii, o con suoi sostenitori, e sempre mediante vincoli familiari vecchi di una o più generazioni, dimodoché è possibile affermare che la legislazione antighibellina era realmente un’arma politica degli oligarchici contro i democratici. La scarsità di risultati nell’offensiva giudiziaria rivolta contro questi ultimi convinse infine i partecipi ad introdurre una nuova pratica esclusoria, di maggior efficacia perché totalmente demandata all’arbitrio degli ufficiali guelfi: l’ammonizione. La nuova procedura poteva colpire tanto singoli individui quanto intere famiglie e consorterie, era basata su una valutazione insindacabile dei Capitani di Parte e di altri membri dell’associazione scelti ad hoc, ed aveva importanti riflessi in campo legale poiché rivestiva il valore di prova nei processi per ghibellinismo. Grazie alle ammonizioni, comminate per un ventennio a partire dal 1358, allorché vennero impiegate per la prima volta, centinaia di persone ed intere consorterie persero i diritti politici, venendo così eliminate dalla contesa per le cariche pubbliche, ed in svariate occasioni l’attività dei governi fu piegata al volere dei partefici, che non ebbero remore a minacciare apertamente la proscrizione dei membri di quegli esecutivi. Come è facile immaginare, gli aderenti allo schieramento democratico tentarono di limitare lo strapotere degli uomini della Parte e di arginare l’oltranzismo guelfo che gli oligarchici propugnavano, ma la tattica di aumentare il numero e di alterare la composizione degli uffici della societas guelforum, originariamente adottata su iniziativa dei Ricci, si dimostrò prima inutile, mercé l’attento controllo degli scrutini operata dagli avversari, ed infine inapplicabile, quando, agli inizi degli anni Settanta, l’associazione divenne completamente autonoma ed indipendente dal Comune. Soltanto l’avvio di una forma parallela di esclusione extragiudiziale, ovvero l’inserimento nel novero dei magnati – e la conseguente perdita della rappresentanza nei collegi degli esecutivi – di quei popolani che avessero assunto comportamenti sopraffattori e violenti, o che di simili crimini fossero stati denunciati e ritenuti colpevoli dalle autorità cittadine, valse a contrastare il diffondersi delle accuse di ghibellinismo e delle ammonizioni. È opportuno sottolineare come l’introduzione di tale provvedimento cadesse nel 1372, in uno dei momenti di massimo fulgore della Parte Guelfa, ma anche nell’anno che vide l’emarginazione dalle principali magistrature comunali dei vertici delle famiglie Albizi e Ricci, le quali, alleandosi, avevano posto fine alla lotta di fazione, determinato un pericoloso accentramento di potere, e lasciato privo di una guida riconosciuta i democratici. Nonostante la reazione di questi ultimi, la seconda metà del decennio registrò una recrudescenza di ammonizioni ed un acuirsi dello scontro con gli oligarchici raccolti attorno alla società dei guelfi fiorentini, finché, nel 1378, la tensione giunse al culmine, ed una Signoria di ispirazione democratica, vista l’impossibilità di giungere ad un’intesa con i partefici in materia di proscrizioni, decise un rafforzamento degli Ordinamenti di Giustizia e delle norme contro i magnati. Dinanzi alla prospettiva di essere definitivamente emarginati dalla vita politica i guelfi estremisti risposero con un colpo di mano, cosicché alcune centinaia di loro si riunirono armati presso il Palagio di Parte, ma infine desistettero da ogni iniziativa violenta e fuggirono dalla città. La defezione degli oligarchi segnò la fine del predominio della Parte Guelfa e delle attività esclusorie che attorno ad essa ruotavano, ma precedette di poco anche la caduta del regime, in auge sin dal 1343, rovesciato poche settimane dopo dal tumulto dei ciompi.
La Parte Guelfa di Firenze, istituita grazie a Papa Clemente IV nel 1266 e dopo l’interruzione seguita alla soppressione con motuproprio granducale del 22 Giugno 1769, in virtù dell’antico possesso di stato giuridico in Firenze, con la benedizione di Sua Eminenza Reverendissima Cardinale Gualtiero Bassetti, Presidente della Conferenza Episcopale Italiana, e con il consenso di Sua Eccellenza Dario Nardella, Sindaco di Firenze, è stata ricostituita con Atto Pubblico del 25 marzo 2015 e giuridicamente ristabilita come Arciconfraternita, ovvero associazione di volontariato. Il 26 Luglio 2015, Festa di Sant’Anna, patrona delle Arti Fiorentine, riceve l’approvazione formale del Sindaco di Firenze.
La Parte Guelfa, onorando l’incarico conferitole da Cosimo I de’ Medici nel XVI secolo, si adopera oggi per la protezione delle risorse naturali e paesaggistiche attraverso un vasto servizio di salvaguardia ambientale, si impegna nella protezione e nella valorizzazione delle risorse naturali e paesaggistiche, si adopera per la valorizzazione delle tradizioni popolari con speciale attenzione a quelle cristiane e si adopera per la custodia delle istituzioni ecclesiastiche. Parte Guelfa realizza attività di utilità ambientale, culturali, tradizionali, ludico-sportive, religiose e didattiche. Gli appartenenti sono denominati Confratelli e Consorelle e si obbligano alla testimonianza costante delle virtù cristiane di carità e fraternità nei comportamenti e nelle opere come contributo alla formazione delle coscienze secondo l’insegnamento del Vangelo e promuovono con autentico spirito ecumenico il dialogo e la collaborazione con le altre Chiese cristiane sotto la guida e l’assistenza della Chiesa Apostolica Romana. L’Ordo Partis Guelfae è costituito di Cavalieri e Dame in un solo grado gerarchico. Console di Parte Guelfa, Capitani di Parte Guelfa sono incarichi elettivi pro tempore come tutte le altre cariche oggetto di nomina del Consiglio di Credenza. I Cavalieri e le Dame sono creati dal Console di Parte Guelfa attraverso speciale cerimonia di investitura. Le ammissioni dei Cavalieri e delle Dame sono decretate dal Consiglio di Credenza con apposito diploma firmato dal Console e dai Capitani e munito del sigillo della Parte Guelfa. L’Arcivescovo di Firenze ha facoltà di concedere, a sua discrezione ed in casi particolari, Motu Proprio, ammissioni nella Parte Guelfa, informandone il Consiglio di Credenza. La domanda di ammissione deve essere fatta dall’interessato sempre per iscritto e rivolta al Consiglio di Credenza. Il confratello espulso o dimissionario perde ogni diritto acquisito, spirituale e materiale. Possono essere ammessi come confratelli onorari soltanto coloro che si siano resi grandemente benemeriti della Parte Guelfa.
I requisiti per appartenere alla Parte Guelfa sono: praticare vita cristiana, aver compiuto il diciottesimo anno di età, essere moralmente incensurato e tenere un comportamento corretto ed educato, non far parte di associazioni o movimenti in contrasto con la morale cristiana ed aver corrisposto le tasse di ammissione. Per aderire all’Arciconfraternita è tassativo ricevere l’investitura a Cavaliere o Dama di Parte Guelfa, dopo specifico percorso formativo culturale, etico e religioso disposto dal Consiglio di Credenza col contributo dell’Arcidiocesi di Firenze e del Consiglio Feste e Tradizioni Fiorentine. Divengono membri della Parte Guelfa coloro la cui domanda di ammissione sia definitivamente accettata con voto unanime dal Capitani di Parte Guelfa ed è necessario che ciascun aspirante sia presentato da due padrini. Gli aderenti, una volta scelto il Quartiere di appartenenza, non potranno mai più cambiarlo. Solo il Consiglio di Credenza potrà determinare, in via eccezionale, modifiche di appartenenza dei membri. Ad ogni singolo aderente sono richiesti, per il ruolo che riveste ed in quanto rappresentante della città di Firenze e della Parte Guelfa, comportamenti ed atteggiamenti seri ed adeguati. Qualora ciò non si verificasse lo stesso sarà soggetto a sanzioni da parte del Consiglio di Credenza come previsto dal presente statuto. La Parte Guelfa partecipa al suffragio, alle esequie ed alla sepoltura dei propri membri. Le attività di volontariato sono prestate a titolo personale, spontaneo e gratuito.

The Ordo Partis Guelph is made up of Knights and Dames in three degrees of service: Consul of the Guelph Party, Captain of the Guelph Party, Knight or Lady of the Guelph Party. The Knights and Dames are created by the Consul of the Guelph Party through a special investiture ceremony. The admissions of Knights and Dames are decreed by the Council of Belief with a special diploma signed by the Consul and by the Captains and bearing the seal of the Guelph Party. REQUIREMENTS FOR ADMISSION

The Guelph Party participates in the suffrage, funeral and burial of its members, with the consent of the family members. Where requested, the members of the Guelph Party can also perform ceremonial services in the ecclesiastical context, on the occasion of the celebration of the Sacraments of the Brothers and Sisters, such as marriage, baptism of children, farewell of close family members. They can also request the use of the Rectories of San Carlo and Orsanmichele for these celebrations. For weddings, participation can also be requested in civil proceedings. Those wishing to join the Guelph Party Archconfraternity must be presented by one or two godfathers or godmothers and submit a specific written request addressed to the Council of Belief which, having assessed the requisites of the applicant, unanimously resolves admission to the period of aspirantate. The Aspirant, having accepted his application and paid the annual membership fee, participates in the cultural, ethical and religious training course arranged by the Council of Belief, without which he will not be admitted to investitures. The period of aspirantate has a duration of not less than six months and not more than four years, at the end of which, at their sole discretion, the Captains of the Guelph Party unanimously resolve the definitive acceptance of the application and the admission of the Aspirant to the solemn investitures. COUNCIL OF BELIEF

CAPTAINS OF GUELPH PARTY

MASTER, JUDGES AND FIELD HELPER

The Authorizing Officer of the Guelph Party, receiving a mandate from time to time by the Council of Belief, is responsible for organizing and coordinating cultural events that go beyond the ordinary programming by preparing and providing for what is necessary for their realization.
He is the veterinarian, preferably a hippiatrist, appointed by the Captains as responsible for ensuring the psychophysical health of the equidae, checking their suitability to participate in events, the regularity of vaccinations and compliance with the relevant health regulations. He can be assisted by Attendants chosen from veterinarians or assistants with the necessary training and experience.
He is appointed by the Captains of the Guelph Party for the psychophysical care of the Brothers and Sisters where necessary, as well as to coordinate training relating to health matters such as first aid. He is chosen from among medical, paramedical, or otherwise suitably trained health personnel and coordinates the activities of the Hospitallers through the Broken Spear.
OTHER ASSIGNMENTS, COMMISSIONS AND TEAMS
The Captains of the Guelph Party may assign, if they deem it appropriate, other offices by regulating their functions. By way of example, the Master of the Militias, the Captain of the Square, the Grand Squire, the Master of the Chapel, the Barbaresco, the Auctioneer, the Iconographer, the Heraldist, and above all the Commissioners and Lieutenants or the managers of individual sectors or functions at the service of the Archconfraternity, and related Attendants. The Captains also establish specific Commissions for specific purposes and Squadrons for the various areas of institutional activity. DISTRICTS AND BANKS
The Archconfraternity operates in the Florentine territory through the establishment of Neighborhood Companies representing the ancient Florentine historic districts of Santo Spirito, Santa Croce, Santa Maria Novella and San Giovanni and their respective extensions in the countryside. Each district is divided into four company banners according to the arrangement dating back to 1343:
in the White Quarter of Santo Spirito, emblazoned with natural dove-style blue: Nicchio, Scala, Sferza, Dragon.

COMPANIES OF QUARTERS
The Neighborhood or Party Companies are bodies aimed at organizing events organized by the Guelph Party and do not constitute autonomous bodies. They cannot carry out activities independently, nor provide for the administration on their own, but they depend directly on the Board of Credence. It is the duty of each Company to notify the Board of Credence with an official letter for ratification of the formation of its Board, indicating the surname, name, residence and certificate of the criminal record of each of its members, as well as the position respectively assigned. In each event, the Neighborhood Companies are required to comply with the requirements of the Belief Council in everything related to the preparatory part and the regular and decent performance. The Companies represent the traditional Florentine Quarters, the same ones adopted by the Parties to the Calcio Storico Fiorentino, with which they establish a link through the presence of representatives in their respective Councils. Each Neighborhood Company is represented by a Party Council which is composed of the Prior, who presides over it and takes care of relations with the Council of Belief; by the Vicar, who replaces him in case of absence and who corresponds to the President or other delegate of the respective Color of the Calcio Storico Fiorentino; by the Captain of the Knights of the Quarter, by the Knights of the Company in the number of one per Banner or four per Quarter; by the District Chaplain, a priest to whom the service and religious assistance of the Compagnia di Quartiere is entrusted by the Major Chaplain of the Guelph Party; by the District Corrector; by the Noble Commissioner and the District Group Leader. In the event of non-compliance, the Neighborhood Companies and the individual members are subject to sanctions, according to the final decisions of the Credenza Council. Each district office is confirmed by the Council of Belief among the members of the Archconfraternity and lasts for one year. PRIOR OF QUARTER
The Prior presides over the Neighborhood Company and takes care, with full representation, of its relations with the Council of Belief. The Prior has the duty to know in advance the name of all the exponents of his District and to collaborate with the Guelph Party Captains to promptly identify those who are guilty of illegal behavior.
Each district is represented during particular events by the Captain who takes care of its discipline and behavior. It is the duty of the District Captain to collaborate with the Council of Belief, providing in person, if necessary, to decisively repress any intemperance of the members of his own Neighborhood.
GENERAL CORRECTOR AND DISTRICT CORRECTORS
The Corrector General and the Neighborhood Correctors are confirmed and trained priests or lay people, appointed by the Council of Belief, who are entrusted with the moral care of the Brothers and Sisters respectively for the Archconfraternity and for the individual Neighborhood Companies.
Without prejudice to the absolute subjection of the Neighborhood Companies to the Council of Belief, the appointment of a District Judge in charge of reconstituting the Company Council and the temporary regency is permitted, exceptionally, in the following cases only:
When the Council and the members of the District fail, despite the formal invitations of the Council of Belief, the reconstitution is not possible, and the members themselves invoke this provision, or make it indispensable with their inertia.
When an absolute and unjustified inactivity occurs due to the responsibility of the Neighborhood Company, so that the Company Board in office must be considered forfeited.
In the cases provided for above, the Council of Belief decides the appointment of a District Judge, to be chosen from among qualified people. Extraordinary management cannot exceed three months. If within this period the Board of Companies has not been reconstituted and the situation remains unchanged, the appointment will be extended.
The patrimony of the Guelph Party consists of:
a) from movable and immovable property that will become property;
b) any reserve funds set up with budget surpluses;
c) any disbursements, donations and bequests;
d) intangible assets such as symbols and signs belonging to it, as well as trademarks and other intellectual properties.
The revenues consist of:
from the annual membership fees of ordinary members;
from the proceeds from the organization of events or participation in them;
from any other income that contributes to increasing corporate assets; funds received as a result of occasional public collections, including through offers of low value goods and contributions paid by public administrations.
The Guelph Party may not distribute, even indirectly, profits and operating surpluses as well as funds, reserves or capital during the life of the organization unless the destination or distribution is imposed by law or is carried out in favor of other entities. non-profit that, by law, statute or regulation, are part of the same and unitary structure.
The financial year ends on 31 December of each year. Within 90 days of the end of the financial year, the Camerlengo must prepare the budget, which must be approved by the Council of Belief before presenting it to the General Meeting. The budget for the current year will also be submitted for approval by the Board of Credence.
The assembly of adherents, called the General Assembly of the Guelph Party, duly constituted, represents the universality of the members and its resolutions, taken in accordance with the law and this statute, oblige all members, even if they do not participate or dissent. The General Meeting is convened by the Council of Belief at least once every year, by written communication containing the agenda, addressed to each member also by electronic means, at least 15 days before the date set for the meeting. It decides on the budget, on the guidelines and on the amendments to the articles of association, and may be called upon to ratify every single position proposed by the Credenza Council. All Ordinary members in good standing with the payment of the annual fee have the right to vote. Each member has the right to one vote and only one proxy is allowed to represent other absent members. The General Meeting is regularly constituted on first call with the participation of at least half of those entitled, and on second call whatever the number of attendees. Resolutions are duly passed by a majority of those present, except for amendments to the Articles of Association which require the favorable vote of two thirds of those present representing at least one fifth of those entitled. The second call meeting can also be held on the same day fixed for the first, at different times. Those who are unable to attend the Meeting personally, for reasons of health or excessive distance, can participate in it by videoconference according to the instructions given by the Council of belief.
The Order of the Guelph Party is an institution that aims to safeguard the environment and to preserve and enhance traditions, strengthening in its members the practice of fraternal sentiments and, to pursue these high objectives, it uses an organized territorial structure nationally and internationally. The Knights and Dames of the Guelph Party are divided into Lieutenancies, Colleges and Balivati. Each Lieutenancy of the Guelph Party has jurisdiction over a national or, in Italy, regional territory and is governed by a Lieutenant with the assistance of a Vicar. Each Collegio di Parte Guelfa has normally regional extension and is governed by a Marshal assisted by a Legate. Each bailiff has a city or metropolitan extension and is governed by a bailiff assisted by a chapter of decans. The positions of Marshal and Bailiff are indicated by the competent Lieutenant who proposes them to the Captain Lieutenant who obtains the approval of the Council of Belief. The permanent environmental protection service operated by the Guelph Party is organized on a national, regional and provincial basis and is carried out through the Dragoni Squadron, a specially formed environmental surveillance department. The decentralized network of the Guelph Party for the protection of the environment is at the service of both professional and voluntary bodies, institutions, and interacts and cooperates, on the basis of current regulations, predefined responsibilities and common intervention procedures, in situations crisis and emergency. The Guelph Party participates in traditional and religious celebrations with historical uniforms or with the green-brown cloak of the solemn uniform bearing the insignia granted by Pope Clement IV. Aspirants, in place of the solemn uniform, wear a green-brown sash on the left arm with the emblem of the Guelph Party. For the operations of environmental protection, and for any other activity, the Guelph Party establishes uniform specifications for Confreres and Sisters that keep the colors green and black as prevalent.
The magnificent Archconfraternity of the Guelph Party can grant internal recognition to its members who have distinguished themselves for service and have enhanced the prestige of the Archconfraternity. Meritorious Confreres and Sisters are awarded by resolution of the Council of Belief in two degrees of merit with the appointment as Standard Bearer of the Guelph Party and as Officer of the Guelph Party. In recognition of his moral authority, each Consul of the Guelph Party is portrayed in a painting to be exhibited at the main headquarters of the Archconfraternity to form a memory gallery over time.
The Guelph Party provides for a link with the Italian Equestrian Sports Federation with which it wishes to establish a development relationship for cultural and historical subjects in equestrian disciplines, through the establishment of an instrumental sports association for the purposes of aggregation to the FISE. The affiliation to the Italian Equestrian Sports Federation of the Part Guelph Archconfraternity is achieved through the Guelph Part – Chivalry of the Florentine Republic Amateur Sports Association. These Electoral Regulations apply to the election of the Captains who, in the number of five, make up, together with the Consul, the Council of Belief, or the governing body of the Guelph Party Archconfraternity. Pursuant to the Statute, the election of the Captains is the prerogative of the General Assembly of the Ordinary members of the Guelph Party. The voting operations, the relative scrutiny and the proclamation of the elect, therefore take place within a validly constituted General Assembly meeting, on first or second call. This meeting is called with at least thirty days’ notice and the applications must be received at least fifteen days before the meeting itself. Board offices can be re-elected without limits and the Credenza Board remains in office for five years. The elected Captains, pursuant to the Statute, elect or confirm the Consul, with the functions of “honorary president” and, therefore, of address, choosing him from among the highest personalities belonging to the Guelph Party. The Captains also elect from among themselves, annually, the Captain General, with the functions of president, the Captain Major, vice-president, the Captain Camerlengo, the Captain Lieutenant and the Captain Engineer, each with the functions attributed to him by the Statute.
RIGHT TO VOTE
All the confreres and ordinary sisters who are up to date with the payment of the annual membership fees expired on the date of the elections have the right to cast their vote.
VOTING AND SCRUTINY METHODS
Before the vote, each candidate or list representative sets out their programmatic ideas and confirms their willingness to serve the Guelph Party with commitment, dedication and fidelity, aware that the role of Captain, or Director, is binding and priority over any other voluntary activity possibly carried out by the person. The Electoral Commission is made up of the Credenza Secretary, the Notary and at least two scrutineers who volunteer among non-candidates. Pursuant to the Statute, voting takes place secretly by affixing one’s choices to a special ballot paper, to be inserted in the ballot box in the presence of the Credenza Secretary and the Notary. Those entitled to who are unable to attend, have the right to delegate in writing a Brother or Sister who, in this case, can use a second card to exercise the voting right of the delegator, respecting his will under his own moral responsibility. Only one proxy per person is allowed. Those who, for reasons of health or excessive distance, participate in the General Meeting by videoconference, can express their vote by communicating it to the Secretary of Belief and the Notary, audible to the scrutineers, and thus partially renouncing secrecy. This expression of vote is recorded by the Secretary of Credenza in an aggregate manner, that is, reporting only the number of voters and the preferences expressed. At the end of the voting operations, or in any case at the time set as such in the agenda of the General Meeting, the public scrutiny of the ballots begins. The ballot box is opened by the Credenza Secretary, assisted by the Notary and in the presence of the scrutineers. Each preference is read aloud by the Notary, who delivers the scrutinized form to the scrutineers, and reported in a specific paragraph of the minutes by the Credenza Secretary. The outcome of the vote is recorded in the minutes of the General Meeting and the ballots are kept in the records in the Guelph Party archives. The proclamation of the elected takes place by the Grand Master of Ceremonies or, in his absence, by the Herald or the Secretary of Belief.
Ordinary elections are held for the renewal of the entire Board of Belief at the end of the five-year term or, in advance, when the majority of the Captains cease to exist due to resignation, revocation or other lasting impediment to perform the function. Each person with the right can vote for a list of candidates or for a single candidate not belonging to any list.
Supplementary elections are held when it is necessary to elect one or two Captains, due to the lack of substitutes among the candidates not elected in the last ordinary election. Each person entitled to vote can express a maximum number of preferences equal to the number of Captains to be elected.
All Knights and Ordinary Dames of Arms who have reached the age of 25, are up to date with the payment of the annual membership fee and who have not reported the interdiction provision by of the Disciplinary Commission. The candidacy can take place within a list or individually and must be notified to the Board of Belief in office at least fifteen days before the date set for the elections. Candidates who intend to compose a list must indicate at least seven names, sorted, of which the first five will be able to compose the new Board and the others take over if necessary during the term of office. The list may also prepare a list of Brothers and Sisters to whom it is intended to entrust, with their consent, the posts of the General Staff for the five-year term or, at least, for the first year of their mandate. Each eligible candidate, who is not part of a list, has the right to present himself as a single candidate. In the event of supplementary elections, for the reinstatement of the Council with the election of one or two Captains, the formation of lists is not allowed.
At the end of the ballot, the first five candidates listed in the list with the highest number of votes will be elected Capitano di Parte Guelfa. In the event that a candidate who presented himself individually received more votes than the aforementioned list, the Board will consist of the first four candidates on the list and the single candidate with more preferences. In the case of two single candidates who have obtained more votes from the list with more preferences, the first three of the list and the two singles will be elected, and so on up to any four individual candidates and the first of the list. If, during the five-year term of office, one or two Captains elected from a list should cease from office, the first of the non-elected members from the list will take over. If the office of an individually elected Captain ceases, or if there are no substitutes available on the majority list, supplementary elections will be called. Should three or more Captains cease from office at the same time, ordinary elections must be held for the renewal of the entire Belief Council. Until the election of the new Council, the members of the outgoing Council remain provisionally in office for the sole ordinary administration and the convening of the Meeting. The elected Council is not bound, in the internal elections of offices, to the order in which candidates are listed on the list: the Captains therefore have the right to annually elect, among themselves, the Captain General even if not indicated as the first element of the list; the same applies to the other board roles. The Credenza Council, in the functions attributed to it by the Articles of Association, decides by majority vote. The admission of Aspirants, as well as the definitive admission of Knights and Dames to investitures, is resolved unanimously.
The role of member of the Council of Credence is incompatible with political positions at national or local level, with belonging to associations having purposes in contrast with those of the Guelph Party, with functions in the Boards of Directors of national and local sports federations and in the Councils Directors of other Associations, Confraternities and Foundations, with the exception of the ASD Guelph Part – Cavalry of the Florentine Republic and of the Company of San Ludovico of Toulouse and of the Guelph Party.
FORMATION OF COUNCILS AND JOINT VOTING OPERATIONS
In consideration of the fact that, despite their legal independence, the A.S.D. Parte Guelfa – Cavalry of the Florentine Republic and the association of faithful under canon law Compagnia di San Ludovico di Tolosa and the Parte Guelfa, constitute emanations of the promoter Arciconfraternita Parte Guelfa, respectively for the exercise of sporting activities and worship activities, with with the agreement of the respective Councils, the three associations may decide that the voting operations for the renewal of the Councils take place jointly, while respecting the freedom and independence of candidacies and voting expressions. The belonging of the same persons to the various Councils of the three aforementioned associations is therefore expressly excluded from the incompatibility clauses referred to in the previous article and, in line with the respective statutes, the full coincidence and superimposition of the three bodies is also permitted if the assemblies of the respective bodies deem it appropriate and advantageous for the better management of the common interests in their respective areas of competence.
